What does food safety certification do for a food operation?

I feel the addition of SQF could possibly have kept the situation from being worse. A full investigation would be required to determine any certainty. As for the certification, I would need more information to determine where fault lies. I would say that the company is ultimately responsible for all that happens under their roof.
